Are thermoelectric coolers a replacement for a fridge?

This would be ill-advised.

Thermoelectric coolers are designed for light usage (traveling, tailgating at sporting events, camping trips, etc) they are not meant to be used for long-term food storage. If you do use it too much or too often, you risk the unit overheating,failing and possibly causing a fire.

Small, dorm-room sized refrigerators can be had new for as little as $100-120 USD. A used unit can go for anywhere from $50-100 depending upon the model, its age and who’s selling it. They are a better (and a safer) option if long-term cold food storage is required.
