How do you know if water has chemicals in it?

You test the water.

A gross test for TDS (Total Dissolved Solids) is a good gauge of chemicals in the water. If the TDS is low, there are most likely no deleterious chemical concentrations in the water.

A good aquarium test kit will give you 80% of the tests a commercial water testing lab will do. Maybe not as accurately but a good go/no-go gauge of what is there.
