If a concrete has high compressive strength but low flexural strength (and vice versa), is it good concrete?

Generally concrete for structures requires a high compressive stress, tension in reinforced concrete is resisted by reinforcement. Flexural strength in the concrete is irrelevant, and the concrete is good of it meets the specified compressive strength.

In pavement quality concrete as used in roads and airport surfaces the tensile strength of concrete may be specified. In that case the concrete is good if it meets the specified tensile strength.
