Is covering food with ceramic plates in a microwave better than using microwave-safe plastic covers?

Generally it makes no difference. Just be careful of steam being released when you uncover it  - steam burns are nasty. My only concern is that the ceramic plate doesn't become hot from the microwave energy - Craig's advice is a good way to see if the ceramic plate is safe to use - some of them can becone very hot because of the particular glaze used; or, if unglazed, it if absorbs water when washed - that can become hot.

Microwaves will go right through any microwave-safe material. Some ceramics aren't entirely microwave safe. You can test this by running the oven with the empty dish. If the dish warms up at all, don't use it in a microwave oven.

If the plastic is microwave safe, it's not going to internally heat, and it should be food safe at the temperatures encountered in the oven. So leeching won't be an issue.
