It is both, not obliged by the government and unethical to resell the medical supplies you got for yourself. However, there are certain items that come with the least cross infectious chances, you can sell them further under correct permission.

That depends on the supplies. Controlled substances, yes, very much so. Leftover wet pads? No problem. Beds, wheelchairs, etc., if not leased (which need to be returned to the leasing vendor), can be sold or donated.
