It's called “Time Temperature” Abuse. A better definition can probably be found in a

Food Safety Handbook.

Basically, the food item that has been previously frozen, has been thawed out and refrozen. (Irregardless of the reason for the thaw).

Usually food items in this situation are freezer burned, tasteless and dry.
