The number of lamps determines the amperage rating of the switch or switches. With LED lamps this is no longer a real issue because LEDs use fewer amps.
A one-way switch attaches to two wires. A two-way switch attaches to three wires so that either it or another two-way switch can control a single circuit regardless of how many lamps are in the circuit.
