In many cases a fluorescent molecule will be added to the colour pigment. This molecule will absorb light in a part of the electromagnetic spectrum where human eyes are poorly sensitive or not sensitive at all, and re-emit at a wavelength where eyes would be more sensitive.

For instance it would absorb deep-blue / ultra-violet and re-emit in the green/red.

This can become quite obvious when you bring fluorescent clothing under UV light.
