The low power garden variety are fine but you should never shine them directly into a cat’s eyes. Same caution on polished floors; the reflection can be pretty intense. They are a great way to give your cat some fun exercise.
I also use LED flashlights with a variable focus to narrow the beam. The main advantage of these is that they have a bright white light so they are more visible and they project a larger “target area” so they provide some variety for your cat. Same eye cautions apply as for laser pointers.
