A silicone oil is an oil-like, highly unreactive polymer, usually polydimethylsiloxane (or PDMS for short).

A mineral oil is a heavy hydrocarbon, which can be one of many different types.

All oils are usually referred to as oils because they are (1) nonpolar, (2) neutral and unreactive, (3) liquid, and (4) have a low vapor pressure at most human-relatable temperatures.
